Ovilla Finance Director
The Finance Director position with the City of Ovilla is an exceptional opportunity for a seasoned finance professional to lead and manage a comprehensive municipal finance operation. The Finance Director will play a pivotal role in developing and managing the city’s budget, working closely with the City Manager to compile and present the annual fiscal plan. This includes administering the budget after its adoption by the City Council and providing ongoing budget monitoring and analysis to ensure financial stability and compliance.
In addition to budgetary responsibilities, the Finance Director will be tasked with supervising a dedicated Finance Clerk and overseeing key financial functions, such as payroll, accounts payable, accounts receivable, and financial reporting. This role also includes maintaining and reconciling an array of general ledger accounts, ensuring all financial transactions are accurate, timely, and in compliance with federal, state, and local regulations.
A critical aspect of this position is the responsibility for maintaining financial transparency. The Finance Director will manage the city’s financial transparency initiatives, ensuring that information is accessible and accurate on the city’s website. This role also involves preparing and presenting financial reports to the City Manager, City Council, and other relevant bodies, as well as coordinating the city’s annual audit and any special audits.

Key Qualifications:
Municipal Finance Experience: A minimum of three years of professional experience in municipal finance, budgeting, or financial management is essential. Candidates should have a demonstrated ability to manage complex financial operations within a municipal setting.
Education: A Bachelor's degree in accounting, finance, business, or public administration with a concentration in accounting or finance is required. While a CPA is not mandatory, it is highly regarded and would be considered a significant advantage.
Technical Skills: Proficiency in Fundview accounting software is desirable. The role also demands strong skills in budget forecasting, financial reporting, and a comprehensive understanding of Texas ad valorem tax processes.
Leadership and Supervision: Experience in supervising finance staff, particularly in a municipal environment, is important. The Finance Director will be responsible for managing and training the Finance Clerk, ensuring that all financial processes are handled efficiently and accurately.
