- Provides visionary leadership for public works, utilities, engineering, planning, and development services.
- Builds a culture of accountability, collaboration, continuous improvement, and exceptional customer service. Develops and mentors high-performing teams while fostering professional growth and organizational excellence.
Infrastructure & Community Development:
- Oversees capital improvement planning, utility operations, and infrastructure investments that support sustainable community growth.
- Balances responsible development with the preservation of Marshall's character and long-term vision. Understands municipal zoning, engineering, development review, and regulatory compliance. Collaboration & Communication planning,
- Builds trusted relationships with elected officials, developers, regulatory agencies, contractors, employees, and residents.
- Communicates complex technical issues clearly while facilitating collaborative decision-making.
- Represents the City with professionalism, integrity, and a solutions-oriented approach.
Education & Experience:
- Bachelor's degree in Public Administration, Urban Planning, Engineering, Construction Management, Business Administration, or a closely related field; a master's degree is preferred.
- Five years of progressively responsible management experience in municipal planning, public works, utility operations, engineering, community development, or related governmental services, including at least three years of supervisory experience.
- Experience with capital improvement planning, budget administration, development review, and municipal utility operations is highly desirable.
